In 1986, he co-chaired with William S. Rowe a special Arts Evaluation Committee for the Chamber and Cincinnati Institute for Fine Arts. The resulting Rowe/Joseph report on funding for the arts won a Post-Corbett Award. Joseph also embarked on a similar study with co-chair Daniel W. LeBlond.

He also served as chairman of the Cincinnati Arts Allocation Committee, a position appointed by former Mayor Charles J. Luken.

In 1950, Joseph, a Yale University graduate, became president of David Joseph Co., a scrap iron and steel brokerage firm founded by his grandfather. He remains a director of and consultant to the company, which was acquired by SHV North America, an international holding company.
